Natures wonders: The eyes have it (Introduction)

If they never had big eye spots, how did natural select act upon something that did not exist in order to produce them? -Keep in mind the context of natural election. It is active only when variations are produced by changes in the genome. NS produces nothing. It only judges among presented choices, as a final arbitor.
