Tandem repeats is the term used for 'junk' DNA's ability to push rapid genomic change. The more we learn about junk DNA the more complexity appears, and the pre-planning may have been previously inserted into the genome.-http://www.physorg.com/news162753069.html -Another example of the ability to have rapid change is in Darwin finches.
